Government Partnerships and Policy
UQ partners with all levels of government to deliver on our vision for knowledge leadership for a better world.
The Government Partnerships and Policy (GPP) portfolio works across the University to deliver a coordinated approach to government partnerships that responds to the needs and priorities of government.
The role of Government Partnerships and Policy
GPP seeks to position UQ as a go-to institution for governments seeking to deliver outcomes for people and communities.
We help the University understand the needs and priorities of government and support UQ to engage with government on new opportunities and policy ideas.
We work to:
- cultivate partnerships with government stakeholders
- support the development and engagement of projects that respond to the needs and priorities of government
- maintain strong working relationships between UQ and all levels of government, government staff and their representatives
- identify and drive University alignment with government priorities, opportunities and leveraging gaps
- provide advice, input and feedback on UQ’s participation in government policy and consultation processes
- provide UQ staff with capability-building, guidance and support in government engagement, processes and know-how.
GPP engages with UQ staff, faculties and institutes to support projects and is led by individual project owners and UQ’s strategic plan.
We leverage existing engagement opportunities, such as UQ hosted events, and facilitate new activities to raise awareness of UQ capabilities and projects.

When to contact Government Partnerships and Policy
UQ staff and entities are strongly encouraged to inform GPP of any major project they are planning that requests the support of government, or event that involves senior government dignitaries.
Requests for Government Support
You are encouraged to inform and discuss with GPP of any unsolicited proposal seeking government support on behalf of UQ prior to any engagement with government. It is also encouraged to first seek guidance from your organisation head or executive leadership around the impact and opportunity of the proposal.
This enables GPP to assist with the engagement, avoid duplication, ensure the appropriate level of endorsement and maximise the likelihood of success.
Engagement relating to existing government grant programs or participation in government-led policy processes may occur without notifying GPP, as this is led through engagement with the Deputy Vice-Chancellor Research and Innovation portfolio.
What we offer:
- advice, feedback, and input into a project’s design and presentation to government
- direction and templates for developing a pitch deck or project proposal
- research, analysis and scanning of existing government priorities, programs and initiatives relevant to the project
- information about government processes and likely considerations of government, including budget processes and business case requirements
- identification of key government contacts
- input into the development of an engagement plan
- support to deliver engagement activities, including input into official correspondence, meeting facilitation or support to deliver events (such as tours or visits).
GPP receives several requests for support and is asked to contribute to many University projects involving government. GPP prioritises projects based on government priorities and alignment, as well as its alignment to UQ’s strategic plan and objectives in consultation with the Vice-Chancellor, Chief Operating Officer, and Deputy Vice-Chancellor (Research and Innovation).
Inviting government dignitaries to an event
For the purposes of ensuring a coordinated approach to government engagement at UQ, all events involving a government dignitary are subject to special requirements.
GPP provide advice and direction about when, who and how to engage government at events held by UQ or on UQ property. We work closely with the UQ Events team who will also provide advice on the required processes and protocols.
We can support with:
- identifying the right government officials to be invited
- facilitating formal letters of invitation from the Vice-Chancellor
- providing advice on the role of government dignitaries and order of proceedings.
GPP may also be available to welcome government dignitaries on arrival and assist with introductions.
